Committee on the Rights of Persons with Disabilities (CRPD) — 19th Session of the Conference of States Parties (COSP19)

The IAJ addressed the 19th Session of the Conference of States Parties to the CRPD (COSP19) regarding the development of a General Comment on Article 13 of the Convention (access to justice for persons with disabilities).

2025

Committee against Torture (CAT) — 83rd Session

The IAJ engaged with the Committee against Torture around its 83rd Session, which focused on Israel, Argentina, Bahrain, and Albania. See the 83rd Session country status and agenda and the OHCHR press release announcing the reviews.

Concurrent with the IAJ’s engagement with the Committee against Torture, the IAJ addressed U.S. authorities on matters of United States treaty compliance and reform of U.S. jurisprudence.

Human Rights Council (HRC) — 53rd Universal Periodic Review (UPR 53)

Correspondence with country Permanent Missions to the United Nations in Geneva for UPR 53. The sections below separate the nineteen missions that received tailored packages on 2 October 2026 from the one hundred sixty-seven that received the common communication on 21 September 2026.

On 2 October 2026 the IAJ addressed each of the three troika rapporteurs for the United States review ahead of UPR 53. Each mission received a bespoke cover letter paired with its own Mission Package and the IAJ Civil-Society Advocacy Brief of 7 August 2026.

On 2 October 2026 the IAJ addressed three fully-verified pilot missions whose Permanent Mission contacts in Geneva were confirmed before dispatch. Each received a bespoke cover letter, a Mission Package tailored to that State’s prior-cycle recommendations, and the IAJ Civil-Society Advocacy Brief of 7 August 2026.

On 2 October 2026 the IAJ addressed thirteen States that made relevant recommendations at the 2020 third-cycle review of the United States — recommendations touching national human rights institutions, independent mechanisms, and the Optional Protocol to the Convention against Torture. Each recommendation is quoted verbatim and cited to its paragraph in A/HRC/46/15. Each mission received a bespoke cover letter, a Mission Package, and the IAJ Civil-Society Advocacy Brief of 7 August 2026.

In addition to the nineteen missions above (which received tailored packages), on 21 September 2026 the IAJ transmitted the common UPR 53 communication to the Permanent Missions of 167 Member States at the United Nations Office in Geneva, ahead of the fourth-cycle review of the United States of America on 10 November 2026. Every mission received two enclosures: a communication addressed to that mission by name, and the IAJ Civil-Society Advocacy Brief of 7 August 2026.

The Institute for the Advancement of Justice & Human Rights writes to the [official mission title] ahead of the fourth-cycle review of the United States of America on 10 November 2026, and encloses a brief communication together with its Civil-Society Advocacy Brief.

The Institute is an independent, non-governmental truth-finding organization based in the United States. It requests critical examination, not endorsement: the enclosed materials ask which sufficiently independent United States institution can investigate alleged torture or ill-treatment arising through judicial or court-connected conduct, and propose questions and recommendations that a delegation may use, adapt, or set aside as it independently finds substantiated. The brief was not filed as a stakeholder submission and is not part of the official UPR record.

Receipt, silence, discussion, or partial agreement will never be represented as endorsement by any mission. Should the Mission wish to raise any point, correct the record, or discuss the materials, we would be grateful to hear from the officer responsible for the Human Rights Council and Universal Periodic Review. Should the State under review again decline to participate on 10 November, the enclosed materials remain relevant to the Council’s consideration of that non-cooperation under its decision of 7 November 2025, and to any rescheduled review.

Human Rights Council (HRC) — 53rd Universal Periodic Review (UPR 53)

The IAJ engaged 33 civil-society organizations and NGOs engaged in UPR 53. The 33 are U.S. and international NGOs, university human rights clinics, and advocacy coalitions, each of which either filed or joined a joint stakeholder submission for the U.S. fourth-cycle UPR in 2025, or presented advocacy at the August 2025 pre-session, thereby contributing the civil-society evidence now frozen in the record on which the 10 November 2026 review was scheduled to proceed. Twenty-seven of the 33 received a copy of the IAJ Advocacy Brief for UPR 53; the remaining six are listed under Pending below (contact or materials still outstanding).
