The communication concerns recommendations 26.98 and 26.254, which your Government made to the United States at its third-cycle review in November 2020, and the positions the United States recorded on them. The Institute is an independent, non-governmental truth-finding organization based in the United States. It requests critical examination, not endorsement: the enclosed materials describe how those recommendations could be renewed or developed at the forthcoming review, for the Mission to use, adapt, or set aside as it independently finds appropriate. Should the State under review again decline to participate, the materials remain relevant to the Council’s consideration of that non-cooperation under its decision of 7 November 2025, and to any further rescheduling of the review. Receipt, silence, discussion, or partial agreement will never be represented as endorsement by the Mission. The Institute will not present its own findings or proposals as the position of the Mission or your Government unless the Mission expressly adopts them. Should the Mission wish to raise any point, correct the record, or discuss the materials, we would be grateful to hear from the officer responsible for the Human Rights Council and Universal Periodic Review.
