The Institute is an independent, non-governmental truth-finding organization based in the United States. The enclosed communication is the Institute’s own analysis and proposals, offered for the rapporteurs’ independent consideration in their review and reporting work. It requests nothing that would compromise the troika’s impartiality, and the Institute will not present its findings or proposals as the Mission’s position unless the Mission expressly adopts them. Receipt, silence, discussion, or partial agreement will never be represented as endorsement by the Mission.
